In 2021, around 79 zettabytes of data were produced globally, which is expected to double by 2025. Therefore, companies need to deal with different data sources that may cause inconsistencies, regulatory compliance (e.g., GDPR), and the challenges involved in simultaneously minimizing data-related costs and risks and increasing data value for the organization. Data governance is now a top priority. Overall, data governance is the exercise of power and control over data management to maximize data value while minimizing costs and related risks.
When adopting data governance, organizations should consider the internal and external antecedents that may impact the implementation, level of adoption, and planning of these mechanisms. The internal antecedents include the definition of the strategy, the organizational structure, the culture of the organization, and the IT infrastructure. Moreover, it includes the organization's culture, focusing on senior management support, active leadership participation, the promotion of a clear business vision of the value of data for the organization, and the role of data in the organization. The external antecedents cover factors outside the organization that may affect governance procedures. It includes market dynamics, geographical location, and type of industry. Therefore, the first step is to make a diagnosis of the organizational context.
Several dimensions are relevant to implement data governance: data quality, data security, data lifecycle, data architecture, metadata, and data storage and infrastructure. All these elements will impact the type of data governance mechanisms that must be implemented in the organization. However, there are currently no solutions for organizations to diagnose their data governance context and to define a roadmap for implementing and improving data governance according to their specific needs. Examples of online assessment tools for digital transformation are already available (e.g., https://www.industrie40-readiness.de/?lang=en) and can provide a starting point for this project.
Objetivo
The main objectives of this work are:
• Evaluate existing tools for diagnosing data governance and related online assessment tools.
• Identify factors (e.g., regulatory context) that influence the adoption of the organization’s data governance mechanisms.
• Develop a web-based tool to support data governance diagnosis and provide a roadmap for data governance implementation.

1) State-of-the-art: tools to diagnose data governance.
Start: February 2024
Duration: 2 months
2) Propose the architecture for online data governance diagnosis and implementation follow-up.
Start: April
Duration: 3 months

• Architecture and requirements.
• Intermediate report.

The main phases for the second semester are presented as follows:
3) Development of a web-based solution for diagnosing and steering data governance in organizations.

4) Tests and validation with pilot companies involved with data governance investments.
Start: November 2024
Duration: 1 months
5) Writing of the dissertation.
Start: December 2024.

Condições
The student will be integrated in the Information Systems group (ISG) of CISUC, Department of Informatics Engineering, University of Coimbra. A workplace and the required resources will be provided.
Observações
Developing the model and testing the web-based tool may involve cooperation with organizations adopting data governance. Knowledge about web programming is important. The student will be engaged with ISG's activities on a topic of major relevance for industries worldwide. Therefore, this work offers an opportunity to strengthen the skills of IT consultancy and IS design for digital transformation.
